Residents Disagree with Ronnie Over Subang Ria Statement

The SJRA (Subang Jaya Residents Association) is very disappointed and was shocked to read Ronnie Liu’s comments in the media on Subang Ria Park for the following reasons.
1.    He was very late for the meeting on Local Draft Plan and missed out on most of the presentations made by concerned and dedicated rakyat. For an elected representative to come very late to an important meeting where the issues discussed affect the daily life of the rakyat is very unbecoming of a State Exco Member.
2.    His statement shows disrespect for due process as at a Public Hearing in 2007 the residents of Subang Jaya have spoken loudly and clearly that Subang Ria Park should remain a park and comply with the land use stipulated which is recreational. The developer had after that public hearing which was held in the presence of the YDP Dato’ Adnan withdrawn their application to develop. So on what basis did he say that “THAT PART OF IT CAN BE DEVELOPED”.
3.    His statement indicates that the Selangor state govt has neither respect nor intention to comply with State or Federal laws. ‘If we can convince the private company that owns the park land to keep most of it as a public amenity, we won’t say no to having a small part of it developed”. His statement can be construed to mean that Pakatan Rakyat as the Selangor state govt has no respect for the laws of the land ie Town and country planning act, National Land code. An example is the requirement to have “2 Hectre of green space for every 1,000 residents (RPN9- Rancangan Physical Negara which was gazette on 8th August,06”. Subang Jaya has an estimated 70 thousand residents. Subang Ria Park which is the largest parcel is only computed at 25 hectares (excluding the water). So how on earth is the Selangor State govt going to create 140 hectares of green space for the residents. Furthermore Subang Jaya does not have a Taman Bandaran (Town Park) although we have a few housing parks. All advertisements for sale of houses in Subang Jaya carried prominent messages and a map of Subang Ria Park to make the houses a more attractive buy as nobody wanted to buy the houses in Subang Jaya.
4.    He makes misleading statements such as “It will be crazy for the state government to acquire it as the land cost for 29.14ha park is estimated to be more than Rm100mil”.  He has to go into the history of this land to understand the circumstances under which this land was given and he will find that there are many irregularities that need to be investigated and corrected. He is focusing in the wrong area.
5.    He is showing unfairness to the residents of Subang Jaya as all the statements he has been making seem to favor developers and development with complete disregard for the rakyat’s needs, compliance to laws, sustainability studies on traffic, social impacts, Local agenda etc. Studies of Subang Jaya show that all infrastructures in Subang Jaya is SICK meaning it cannot support the current load of People,Traffic, Environment etc and yet he has unilaterally stated that he will allow further development. How can this be?
The SJRA humbly requests the following solutions/actions from the Mentri Besar as the head of Selangor. These issues impact our daily lives and are close to our hearts.
A.    The Mentri Besar intervenes and initiates the gazetting of Subang Ria Park as a recreational area (kawasan sensitive alam sekitar) to end this constant threat to the peace and stability to the lives of Subang Jaya, Sunway and USJ residents.
B.    The Mentri Besar personally gets involved in all matters related to any request for any development in Subang Jaya and ensures all the inputs from the residents on the Local Draft Plan are included.
C.    Once the state has reviewed (within 3 months) the feedback from the residents on the local draft plan as promised by Tuan Iskandar , there be a public hearing on all matters where there are disagreements between residents and state. These disagreements should be publicly discussed. These hearing/discussions should not be done behind closed doors or on a one-to-one basis.
D.    Once the local draft plan has been gazetted, public hearing should continue as a best practice as the environment is constantly changing while the Local Draft Plan will be static. This will also arrest any irregularities from occurring as in the past.
E.    The Mentri Besar ensures his wakil rakyat refrain from making statements which are not in line with a Clean, Transparent and Accountable government which holds Ethics and Compliance to the law as the highest order of the day. The SJRA expects all Pakatan wakil rakyat to walk the talk and demonstrate exemplary character and behavior at all times.  Pakatan politicians should avoid making statements if they are unsure of their facts.
F.    In addition the Pakatan Government should be doing its best to RECTIFY the wrongs mentioned below–
a.    The failure of the developer to transfer the parcel to the local council.
b.    The failure of the local council and the State Government to enforce this requirement to have the transfer expedited and completed.
c.    Resolve all irregularities related to this piece of land by going thru the past state and land office records. SJRA is willing to work and share documents with the State Exco to resolve this matter quickly.
